William Everett Warner was born on August 22, 1897 in Roanoke, Illinois. After serving in World War I, he earned a Bachelor of Science from the University of Wisconsin in 1923 and a Master of Science from the same University in 1924. Warner earned a PhD in Educational Research from Columbia University in 1928.
